Text-reading software is available for the blind – my son is severely dyslexic and uses it as well. However, it needs to be an excellent version (such as Kurzweil 3000) to be very effective and used daily, as the base bottom brands are not very good.
Also touch-screens are now easily available in computers & laptops, and for a person with limited motion, they may be of use.
Voice recognition software has come a long way, my son also uses Dragon Speak Naturally. It needs a lot of configuration, but once that is done, it can be an excellent way for a person to “type”.

I would try this site first – http://rjcooper.com
you will find free sample software to download AND his assistive technology devices are wonderful. In particular for those very uniqe physical needs.
For more common disabilities another good site is http://www.ablenetinc.com/
The issue is not always the software – but how to access the software.

Kurzweil would be something to look into. I imagine the program is quite expensive though.
