If you are willing to pay a programmer to do the job then you can visit some of the online freelance webite like http://www.freelance.com and contract with a programmer there.
If you are looking for a free job then I suggest you post a request in one of the programming forums (google it) that you need a partner programmer for this project.
I personally would like to help you but I really don’t have the time and I’m currently not in the mood for more work hours

I have a new PC with Vista Home Premium, and our educational software works sporadically, if at all. The CDs make grinding sounds in the drive and stop working.
